Chaudhuri prefers three tiers I-card to ILP to check influx

Shillong, Sept 6: Legislator Manas Chaudhuri suggested for introduction of the ‘three-tier-identity-card’ system instead of the ‘inner-line-permit’ as a more effective mechanism to check influx and illegal entry of foreign nationals into Meghalaya.

Moving a resolution in the assembly Thursday Chaudhuri said, “Issue of influx is real. We need to devise a more effective mechanism which is going to be a one-time solution to the problem.”

He felt the three-tier-identity-card system will address the concern of influx and is also a one-time exercise to identify permanent citizen of the state.

Acknowledging that the demand for implementation of the Inner Line Permit (ILP) in Meghalaya is growing Chaudhuri pointed out loopholes by saying that the ILP bans free entries of outsider, but it will not be able to prevent over staying of people coming from outside the state. He even said there are instances where thousands of foreigners who have entered a state legally through ILP have gone undetected.

However Chaudhuri  felt introduction of the ‘three-tier-identity-card’ system in the state will made it mandatory for all citizens to have a card which will make easy to identity permanent and semi-permanent citizens of the state. He also said this will also help in identifying genuine non-tribal citizens of the state who are yet to get recognition.

Giving Sikkim as an example of the implementation of three-tier card system Chaudhuri said once this exercise is done, the fear of being outnumbered by  outsider will go away as every citizen will have a card. He suggested that the Meghalaya government should send a team to Sikkim to study the benefits if the three tiers card system. – By Our Reporter
