SHILLONG, SEPT 1: The government constituted committee headed by the state’s chief secretary PBO Warjri said it would soon take the views and suggestions of the various traditional institutions on the proposed tenancy bill, a mechanism to help curb the inflow of illegal immigration and influx into the state.

A delegation of the thirteen ngos demanding the implementation of the ‘comprehensive mechanism’ which met Warjri to enquire on the status of the committee informed reporters after their meeting with him.

“The committee informed that it would soon call traditional institutions in the state for their views and suggestions on the proposed tenancy bill,” Khasi Students Union (KSU) president Daniel Khyriem told reporters.

The committee headed by the chief secretary is one of the three committees constituted by the state government on July 10, to address the core issue of influx in the state. The committees were directed to complete their assignments within two months which will expire this month.

The committees were constituted following pressure from the ngos demanding implementation of the proposed comprehensive mechanism submitted by them on April 29.

Khyriem said, “The chairman has also assured that the report of the committee would soon be submitted to the state government in the next couple of weeks.”

Earlier, the Meghalaya Regulation of Landlords and Verification of Tenants Bill, 2013 had witnessed protests from various quarters before the government could table it in the assembly.

Khyriem said, “In our proposal submitted to the government, we had suggested that tribal indigenous of the state should be exempted from the purview of such proposed regulation.” He said the people coming from outside the state will have to get the no objection certificate from the dorbar shnong and police verification if they want to rent a house across the state.

Adding to this, Hynniewtrep National Youth Front (HNYF) general secretary Sadon Blah said, “We have also proposed for setting up of entry and exit points,” adding “Those people from outside who enter the state without the entry permit itself are said to be illegal.”

He added, “The dorbar shnong or house owners cannot allow rent to people without the entry permit issued by the entry points.”

Earlier, the ngos had also met the committee headed by SK Jain, chairman of the Anti Infiltration Directorate task with the responsibility to identify location for setting up of entry and exit points, which it  had already submitted its report to the government.

The ngos said they would soon meet the committee headed by the Deputy Chief Minister Rowel Lyngdoh.

Meanwhile, the 13 ngos maintained that they would listen first to the state government stand on their proposed comprehensive mechanism before taking any decision on the issue during their next round of sitting to be tentatively held within this month.

Khyirem said if the ngos have anything to object they  will air it before the government during the meeting and also listen and examine the points of view of the government before taking any decision. – By Our Reporter
