Momin fends off allegation

SHILLONG, JULY 25: Former minister and Mendipathar ex-MLA  Frankenstein W Momin on Monday said the recent allegation made by a legislator only reflected the insecurity that he may be a potential enemy in the upcoming 2018 state elections.

“This only shows his shallowness or otherwise his engrossment with coming 2018 Assembly Election in Mendipathar where he thinks that I may be his potential enemy for elections. But I am neither the enemy nor a friend,” Momin said in a statement on Monday.

Momin  statement came a day after Parliamentary Secretary in-charge Forest & Environment Marthon Sangma, who is also sitting MLA, accused Momin of allegedly misusing his office seal to withdraw MLA schemes.

Stating that such allegations will never tarnish his image, Momin said, “Such wild allegation that I made illegal withdrawal of funds from Resubelpara Block by misusing his official seal is totally wrong, unwarranted and only politically motivated.”

He further clarified that the matter Marthon Sangma referred to is the notification No. EGH/DRDA/Comp-49/23 dated 3rd May 2013, clarification pertaining to implementation of SRWP/CRRP Schemes for the year 2012-13 and previous years in respect of MLAs who lost elections.

Momin said that the letter clarified that the schemes that have been sanctioned by the Deputy Commissioner and the BDO has issued the work orders, but the actual work has not started on the ground and the schemes that have been sanctioned by the Deputy Commissioner and BDO has issued the work orders as also the work has started and the first installment of the fund has been released to the beneficiary organization.

He also added, in case of the first sanction, the unutilized amount is treated as lapsed. In case of the second sanction, the scheme may continue and second installment amount be released to complete the schemes. Utilization Certificates for such projects should be given by the BDO duly countersigned by the Deputy Commissioner.

“This is very clear and all the schemes have been done by the direct supervision of the Block and the money sanctioned to the same beneficiaries who have been doing the work. The only thing is that Marthon J Sangma, MLA could not replace the names of the beneficiaries half-way by his own people,” he said adding “This is the central point of complaint. But there is no question of my illegally withdrawing the funds.”

On the issue of Utilization Certificates, he said that he had never issued UC as MLA after he demitted office. “Whatever communication I had with Block and other departments is only as Ex- Member of Meghalaya Legislative Assembly, Mendipathar,” the ex-MLA stated.

On the other hand, Momin said rather the public are now interested to know what schemes had Marthon J Sangma implemented in Mendipathar constituency during the last three years and how smooth is his implementations?

Alleging that there is also murmur that some of his schemes are implemented outside the state of Meghalaya, he however stated that though it is not known how far this is true, yet the detailed information could be available to the public through RTI Act.of 2005 with regards to his implementation of schemes.-By Our Reporter
