SHILLONG, OCT 29: Khasi Hills Autonomous District Council (KHADC) chief executive member Adelbert Nongrum said he will convene a meeting with all the financial institutions operating within the council’s jurisdiction on the need to recognize the land documents issued by KHADC to facilitate availing loans by the people.

“The meeting with all the financial institutions would be convened to discuss on the need to recognize the land documents issued by council to facilitate the benefit of availing loans by our people,” Nongrum said on Wednesday during the KHADC session.

Replying to a supplementary question raised by Congress MDC N Antonio War on the legality of the land document issued by the council’s land records department,  Nongrum informed that land records were issued by the council as per the Meghalaya Land Survey and Records preparation Act, 1980.

Speaking about trade by non-tribal, War quoted the Trading by Non-Tribal Regulation Act, and said, “The Act has clearly stated that the council can cancel their trading license, if the institutions operating in its jurisdiction do not cater to the interest of the people and the land.”

War also urged the KHADC executive committee to examine issue on the need to ask banks to avail the trading license from the council since most of them are operating in the KHADC jurisdiction.

According to him, people from the region especially those from the farmers’ community had to depend on money lenders who charge huge interest for loans.

“If the EC can take up this matter it would greatly provide relief to the people as they no longer have to go to money lenders but can avail loans from these banks,” War said.

Opposition leader PN Syiem however suggested that the EC take up the matter with the Governor on the failure of the government to approve the ‘Land Bill’ passed by the council.
