SHILLONG, SEPT 12: The state government would soon seek clarification from the Ministry of Human Resource Development (MHRD) on whether elementary schoolteachers who completed different training courses should be considered as trained teachers.
This was informed by the secretary of the education department WR Lyngdoh to a delegation of the Meghalaya Sarva Shiksha Abhiyan Schools’ Association (MSSASA) who met him yesterday to discuss on the matter.
The MSSASA has been demanding the state government to recognize elementary school teachers who had completed the JTTC, DIET and D.Ed examinations as trained teachers.

“He (Lyngdoh) informed that the matter raised by the association cannot be solved as the state government would have to seek clarification again from the MHRD,” MSSASA president Aristotle C Rymbai said here on Tuesday.
He said that according to the gov’t official, this is because the latest clarification sent by the MHRD to all states has not mentioned clearly regarding whether the teachers completed JTTC, DIET, BTC & D.ED shall be consider as trained or untrained teachers.
However, it is clearly mentioned in the NCTE Regulations that JTTC, DIET, BTC & D.ED shall be referred as Diploma in Elementary Education (D.EL.ED), Rymbai said while quoting the secretary.
The MSSASA also sought clarification on the letter issued by the Block Mission Coordinator (BMC) SSA Laskein Block to all the head teachers of SSA Schools under the block on August 23, which mentioned that the teachers who have acquired the 1 year course of DIET and JTTC are considered “untrained” as per NCTE/RTE norms.
On this, the secretary of education has expressed surprise on BMC’s letter because of as of now there is no such notification issued by the state government to consider the teachers completed DIET and JTTC as untrained teachers, he said.
“As per the government official, the state government will only take the final decision on the matter after getting the reply from MHRD Govt of India,” Rymbai added.
Being informed that the BMC SSA Laskein Block had issued the letter without the knowledge of the education department, Rymbai said that the association strongly condemns the action of the BMC and decided to soon write to the competent authority of SSA-SEMAM to take strict action against BMC.
The decision to meet the secretary of education was after the association could not satisfy itself on the response received from the Director of DERT TG Momin on the matter.
Momin had informed the delegation that he had already submitted his view and opinion to the state government that “as per NCTE regulations elementary school teachers who have acquired teacher training courses JTTC, DIET, BTC and D.ED should be treated as trained and qualified teachers and they need not to register for D.El.Ed programme of NIOS.”
“He (Momin) however maintained that the final decision will depend on the state government and from his end he cannot give any assurance until and unless the state government issues notification on this regards,” Rymbai said.
