‘Stop exploitation by heads’

SHILLONG, OCT 29: Congress led opposition Khasi Hills United Democratic Alliance (KHUDA-II) demanded the KHADC executive committee to come-up with “legislation” to curb exploitation by traditional heads when  the ‘buying’ and ‘selling’ of land among tribals.

“The council should come up with proper legislation in order to control and curb the exploitation by traditional heads on the buying and selling of land among the tribals,” opposition leader Pynshngain N Syiem said during the last day of the council winter session on Wednesday.

Supporting the motion moved by Umroi MDC Arbinus Lyngdoh, Syiem said, “It is a matter of concern that the traditional heads such as the headmen, Syiems and others are involved in exploiting the land buyers and sellers by charging an exorbitant rate.”

According to him, whenever there is land transaction, both the buyers and the sellers had to face a lot of problems due to fact that they have to pay the village or Hima heads for obtaining necessary permission.

“It is the duty of the district council to intervene on this matter by issuing notification to the all the villages and their heads directing them to refrain from overcharging people who are buying or selling their land,” Syiem said.

Replying on this issue, KHADC CEM Adelberth Nongrum said the EC has always acted on such complaints but if there is no complaint it is difficult to take action in  such cases.

Nongrum , however, assured that the executive committee has taken note of this and would soon examine the issue of issuing circular to all the Himas asking them to refrain from such act of exploitation relating to buying and selling of land among our own people.

On the status of the bill, Nongrum said, “The administration bill at present is pending with the district council affairs (DCA) department.”

Seeking the support of the house, Nongrum informed that his EC has already taken the decision to meet the state government to pressurize the need to clear all the pending and important bills of the KHADC at the earliest.- By Our Reporter
