Road digging approval

SHILLONG, JULY 2:   West Garo hills district administration has issued an order directing the construction agencies/contractors to obtain the No Objection Certificate (NOC) from the Tura Municipal Board before undertaking works relating to digging of road side and laying of cables.

“It is directed that all such works relating to digging of road side and laying of cables shall mandatorily requires No Objection Certificate from the Chief Executive Officer, Tura Municipal Board and PWD (roads) in whose jurisdiction the areas falls. It is reiterated that both are compulsory and mandatory,” West Garo hills deputy commissioner deputy commissioner Pravin Bakshi ordered on Thursday.

He said, “At the same the NOC will be issued only after the concerned agency/contractors submits the plan of action indicating relevant dates, digging from which point to which,  procedures of laying cables and filling them up on time which shall be of utmost importance.”

The order was issued after the district administration decided to take cognizance on the complaints received from various affected people as such digging endangers the lives of ordinary citizen and pedestrians and also caused inconvenience to school and college going students. Further it also affects traffic and lead to traffic jams and other inconveniences in various localities, Bakshi said.

According to him, many private/government agencies either themselves or through the companies or contractors are digging up roads of both side for laying cables in Tura town and other areas.

“We have noted with a lot of concern that many agencies and contractors are digging up the sides of the PWD Roads without NOCs or clearances both from PWD(Roads) and  Tura Municipal Board causing vexation , inconvenience and annoyance to the commuters and small children and the elderly who walk on the roads,” Bakshi said.

According to him, sides of the roads are dug and left uncovered for prolonged periods and the locality people are not informed when it will be filled up .

“There is risk of people getting hurt and traffic jams are frequent in such areas . As such , we are forced to come out with an order citing sections of the law and sections concerned to curb the menace and make clearances mandatory  for digging and laying of cables from both PWD Roads and Tura Municipal Board and to enforce accountability,” he asserted.

Baski further warned that violation of this order shall invite penal sections of the IPC and CrPC relating to public nuisance and endangering lives of citizens and pedestrians and obstruction or impediment to smooth flow of traffic under other relevant laws.- By Our Reporter
