Meghalaya Assembly Speaker slams breach of decorum, bars selfie videos in House

SHILLONG, FEB 18: Opposition VPP chief and Nongkrem legislator Ardent Miller Basaiawmoit’s decision to film himself during the budget session and share it online cost Meghalaya’s Assembly a new prohibition: members are now barred from recording or circulating selfie videos of proceedings.

Speaker Thomas A. Sangma delivered the ruling Wednesday, citing Basaiawmoit’s clip captioned “first day of the budget session.”

“A member has taken a selfie video of himself while participating in the proceedings inside the House yesterday. It was circulated in social media,” Sangma observed.

“This is a breach of parliamentary practice and decorum and also not in keeping with the spirit of the rules to be observed by members provided by Rule 275 of the Rules of Procedure and Conduct of Business.”

Invoking Rule 315, Sangma informed the House: “Such activity — a member taking video of himself while speaking inside the House and circulating it on social media — is prohibited. This is my ruling.”
