CoMSO meets Birla over ILP

SHILLONG, FEB 25: The Confederation of Meghalaya Social Organizations (CoMSO) has sought the intervention of the Lok Sabha Speaker, Om Birla for the immediate implementation of the Inner Line Permit (ILP) in the state.

“(We) humbly requested that your party as a single largest party in the NDA government to kindly request the Home Ministry and the government of India to accord approval for implementation of ILP system in the state of Meghalaya,” CoMSO said in its letter to Birla.

It said four states of the North East have put in place laws and mechanisms to contain unregulated entry of people into their states by implementing the ILP system, which is an offshoot of the ‘Bengal Eastern Frontier Regulation Act 1873’.

“However, our state, which has been demanding ILP for a very long time, has been denied this law and mechanism by the Central government,” the CoMSO wrote.

It also said that Meghalaya just like Mizoram, Nagaland, Arunachal Pradesh and Manipur is a small state where the indigenous people of the state are minority in the context of national population and thus it needs special protection just like the indigenous people of the other four States referred to above.

Admitting that Meghalaya is a transit state to other NE states, the CoMSO further suggested that flexible rules may be framed by the state government to implement an ILP system so that persons using the state as transit purpose only will not be affected.

The conglomeration of anti-influx groups have further requested the Lok Sabha Speaker to take up with the Centre for the Governor to speed up his assent to the Meghalaya Residents Safety and Security (Amendment) Bills, 2020 and inclusion of Khasi and Garo languages in the Eighth Schedule to the Constitution of India.

The other demands include to make the entire state of Meghalaya as a Tribal Area and to empower the Governor to exempt and modify any Act of Parliament in the State of Meghalaya.
