Govt declares delimitation bill null & void

IMG_0707SHILLONG, AUG 1: The Khasi Hills Autonomous District Council (KHADC) resolution for delimitation of the MDCs constituencies for the upcoming council elections in 2014 came a cropper as the Meghalaya government directed the council to submit a fresh proposal declaring the delimitation passed by it as “null” and “void.”

District council affairs minister HDR Lyngdoh informed reporters after the meeting with the three Chief Executive Members that includes Khasi, Jaintia and Garo hills district councils on Thursday, “We have directed all the three ADCs to submit fresh proposals with regards to the proposed bill to delimit constituencies for the forthcoming elections.”
In its last session the KHADC had passed the proposed Amendment Bill of Khasi Hills Autonomous District (Constitution of District Council) (Amendment) Rules, 2013 that seeks delimitation of the MDC constituencies without the approval of the Governor. The bill was pending the Governor’s assent.

The delimitation bill also ignited protest from traditional heads, local MDC from Laitkroh constituency under East Khasi hills district and some from West Khasi hills district.

Lyngdoh informed that any bills of the district councils requires prior approval of the Governor before they decide to introduce it in the council’s session.

“They (ADCs) have to get the approval of the Governor which is as per the sub para 7 of para 2 of the Sixth Schedule of the Indian Constitution,” Lyngdoh informed even as he said the bill passed by KHADC stands null and void. He further stated it is only after the approval the proposed bill can be introduce in the House which would then have to wait for the assent of the Governor. – By Our Reporter
