SHILLONG, MAY 9: A hardcore cadre of the proscribed Hynniewtrep National Liberation Council (HNLC) has surrendered without arms before the state police.
Combart Syad (36) surrendered before the East Khasi Hills District Superintendent of Police (SP) Davis NR Marak on Monday.
He joined the outfit way back in 1996.
