SHILLONG, MAR 7: Chief Minister Conrad K Sangma today said that the NPP-led Meghalaya Democratic Alliance (MDA) government will come up with a Budget that is best for the state.

“Time is short for us but we will work and try to come up with whatever is best for for the state,” Conrad told journalists after convening the first cabinet meeting attended by all the eleven ministers here on Wednesday.

He informed that the budget that is coming up shortly was also discussed during the meeting adding that he would also have a brief meeting with the finance department to understand the overall financial position of the state.

“This will ensure that we have a better picture of things and we will be in a better position to prepare a road map for the future,” Conrad said.

Stating that the government is already in a discussion mode, the chief minister said that district budget have already been discussed besides taking the details and the government is working on those.

According to him, Budget is something which will have to be prepared for the whole year and it cannot be a piece meal budget.

He said that the coming Assembly session will be for passing the Vote on Account Budget which will allow the government to function for three months before the final budget is being passed.

Earlier, the Cabinet was also briefed by the state’s chief secretary Y Tsering on basic issues, programmes and schemes of the government.

Asked, Conrad said there are issues but it is not easy to bring out the governance process in one hour it is more complicated than that but the government did come to an understand there are large scope for improvement.

Admitting that the state is facing challenges when it comes to execution of projects, he said that there is support from the different Central government agencies to help development process come into the state.

According to him, this requires a bit more committed efforts from the side of the state government to ensure that utilization is done properly and projects are completed on time.

“I think that seems to be a major challenge that we are facing and I think it goes in line with I said that we want to give good governance and this aspect of implementation is done well is part of that,” he said.

Meanwhile, the chief minister further maintained that the present state government will examine the flagship programmes like the IBDLP initiated by the previous government and accordingly decide what is best for the state.

“I would want our government to be a positive-thinking government. We are not here to criticize anybody and if there is something good that the past government had done we will look into it and try to improve on it,” he said.

It will be the duty of the present government to continue on something good, try to change on what is fault and improve on something bad, he added.
