MSM to Govt: Legislate a strong marriage law

Shillong, August 29: Appealing to the legislators to brain storm the Meghalaya Compulsory Registration of Marriage Bill, 2011 before legislating it into an act, the Maitshaphrang Movement (MSM) said it did not want the assembly to legislate a “weak and ineffective marriage bill.”

MSM convener Michael Syiem said, “We don’t want the government to pass a weak and ineffective marriage law in the assembly and to score political brownie points by passing the marriage act just because the elections are knocking on the doors.”

Syiem said if a weak marriage bill is passed then the people should construed that it is nothing but a political gimmick.

Cabinet recently approved the proposed Meghalaya Compulsory Registration of Marriage Bill, 2011 which is schedule to be introduced in the forthcoming autumn session of the Assembly. It will be enforced after is passed by the assembly.

Syiem told reporters Wednesday that legislators need to debate on the bill before it is passed so that the state has a strong and effective marriage act.

Pointing to the Meghalaya (Benami Transaction Prohibition) Act and the Meghalaya Lokayukta and Up-Lokayukta Act that were passed by the Meghalaya assembly, but Syiem said these Act are not “stringent enough as legislators did not debate on it before legislating them into the laws.

Speaking on the need for a strong and effective marriage laws, Syiem said family courts should be setup besides the law on compulsory registration of marriage. He also suggested that powers to register should be decentralized in the block level.

In the absence of compulsory registration of marriage act, Syiem felt that the number of divorcees in the state has increased.
