NPP topples UDP-led EC, Pyniaid to be elected unopposed as new CEM of KHADC

SHILLONG, JUNE 19: The three-year-old United Democratic Party (UDP)-led United Democratic Alliance (UDA) executive committee (EC) in the Khasi Hills Autonomous District Council (KHADC) on Monday collapsed after 17 MDCs supported the no-confidence motion moved by the National People’s Party against the style of functioning of the chief executive member (CEM) Titosstarwell Chyne.

 

The NC moved by NPP MDC from Rambrai-Jyrngam Bajop Pyngrope during the first day of the Council’s summer session to pass the full budget was also supported by the opposition Congress.

 

“…I would like to place a motion of No Confidence against the executive committee under the leadership of the present chief executive member TW Chyne in regards with the style of his functioning, where many important council matters has been done at his personal level without any collective decision,” Pyngrope said.

 

After putting the no trust motion to vote, KHADC chairman Lamphrang Blah declared that the EC under the leadership of Chyne has collapsed after 17 members – 11 NPP and 6 Congress – have supported the NC against him.

 

The UDA is now left with only 12 members – 10 UDP, 1 HSPDP and 1 Independent.

 

He also announced that elections to the CEM’s post will be held on Tuesday.

 

Meanwhile, two-time NPP Mawryngkneng MDC Pyniaid Sing Syiem is all set to be elected unopposed as the new CEM of the KHADC after the UDA decided not to contest the election.

 

Earlier while defending his EC, Chyne termed the NC as an act of betrayal by the NPP.

 

“I welcome the NC which was moved against me without any reason. The people will know that the EC led by me was toppled without any reason. The people who I loved the most have backstabbed me today,” he said.

 

Taking a jibe at the Congress for supporting the NPP, which is tagged as B-Team of the BJP, Chyne said, “The Congress member is the leader of opposition in the Assembly but here they are working together with the NPP.”

 

When Congress leader Ronnie V Lyngdoh objected to this citing that it is a personal attack on him, the outgoing CEM however said, “This is not a personal attack. Can you hide it from the people?”

 

Later while speaking to reporters, Chyne said that the Congress is going against its own principle not to work with the BJP and its allies.

 

“In the state, the MDCs, who are MLAs, are in the opposition in the Assembly whereas here MLAs who are MDCs are working together with the NPP. This is a comedy and this shows that they are hungry for power and that is why they are going against their own principles. They say in the state they cannot work with the NPP-BJP, they also alleged that NPP is the B-Team of BJP, so how come that does not apply? So it means that in politics anything is possible for them,” he said.

 

When asked, the CEM said that in fact the NPP is moving an NC against itself and they had done it for political convenience. “They (NPP) have already made arrangements to kick us (UDP) out so that they can lead the EC with the help of the Congress. They claimed that they had acted based on the direction and I don’t know who had issued that direction to kick out the UDP and to work with the Congress,” he said.

 

Chyne said in the UDA meeting convened by him on Friday last, some of the MDCs, who are not part of the EC, had expressed some of their grievances before him. “However, they said that they were satisfied after hearing my clarification (on the issues raised by them),” he said.

 

He also referred the political development to a husband who is fed up with his wife and said, “If the husband no longer wants to be with the wife, he would complain even if the wife cooks good food for him.”

 

Whether this would affect the relationship of the UDP with the NPP at the state level, Chyne however said, “I cannot say anything right now. We will wait for the decision of the party.”

 

According to him, the UDP in the KHADC will now sit in the opposition.

 

Meanwhile, Chyne also castigated the manner in which the House was conducted by the KHADC chairman and said this shows that the NPP was bulldozing its way despite having the number with them.

 

“This is a summer session in which the list of businesses and budget speech have been circulated to all members. So on what ground, they have directly taken up the NC. The chairman should have taken up the list of businesses and then moved the NC but to my surprise, the chairman had directly taken up the NC which shows that they are in a hurry to topple the EC,” he said.

 

He however said that the party has decided not to take any action on the matter but to pave the way for the new EC to be formed and ensure that the full budget is passed within this month.

 

Meanwhile, the chairman had maintained that the conduct of the House was done as per AD rules.
