PDF: ARPA misled people

SHILLONG, JUNE 1: The Congress led PDF in the KHADC on Monday submitted the rectified KHAD (Village Administration) Bill, 2014 even as it accused the opposition regional alliance ARPA of making a ‘political propaganda’ by trying to mislead the people on the bill.

“We have submitted the bill to the state government and we expect that the bill will get the Governor’s assent within this week,” KHADC chief PN Syiem told reporters on Monday.

Coming down heavily on the alleged attempt by ARPA to mislead the people, Syiem said, “They are trying to make a political propaganda on the issue in order to get political mileage.”

During the special session convened for passing the VAB on May 30, ARPA expressed strong opposition against the removal of sub-section 8 and 16 of Section 5 from the original bill.

“The ARPA has only cited these sections but failed to refer to other important sections of the bill, which seeks to protect and regulate entry of outsiders,” Syiem said.

He said, “Section 9 (12) of the bill clearly stated that the Rangbah Shnong alone cannot issue NOC or Residential Certificate to any outsiders without the prior approval of the executive committee of the dorbar.”

Similarly, Section 5 (7) of the bill speaks about the need to maintain a village register, which will restrict unregulated inflow of migrant labourers to the villages, he said while adding all  migrant labourers who come from outside will not enter the state unchecked.

“The arguments of the ARPA that the Council has removed the important sections are just to make an issue,” Syiem said while appealing to the ARPA to also study the bill carefully by referring to other sections.

He also claimed that the rectified VAB seeks to empower the entire Dorbar Shnong adding that removal of the two sections from original bill was not done blindly.

Refuting the allegation that the PDF has betrayed the people, the CEM said, “In fact it is the ARPA who has betrayed the people by failing to ensure that bill gets the approval of the government even after it was passed last year.”

“How can the PDF betray the people when only within a span of only 15 days it has made this (passing of the bill) possible,” he said.

Urging the people not to be misled by a political parties who are just ‘opportunists’, he said, “We want a Bill which will empower the dorbar shnong not political parties.”

The CEM further appealed to the ngos to seek clarification from the district council if they are not clear with the rectified bill.

“If they (Ngos) are not clear on the bill, we are ready to clarify from A to Z of the bill,” Syiem said.

Reiterating the stand of the PDF on the ordinance, he said, “We will not accept the ordinance which will only dilute the tradition of the dorbar shnong.”

“The mind of the PDF is clear that we are for VAB not Ordinance,” he concluded.- By Our Reporter
