SHILLONG, JUNE 20: The Khasi Hills Autonomous District Council (KHADC) tabled full budget allocation of Rs 189.47 crore for the financial year 2016-2017 on the first day of council’s summer session which got underwayon Monday.

The proposed budget has a deficit of Rs 18,490 and was presented after the interim vote on account budget for 3 months will expire by June end.

Delivering his budget address, KHADC chief executive member PN Syiem said, “There is a deficit in the budget estimate since the proposed expenditure at Rs 189,47,72,150 is higher than the council’s revenue receipts which is at Rs 189,47,53,660.”

He however assured the house that the executive committee will try its best to find out ways and means to improve the revenue generation of the district council.

According to him, the budget allocation will help the council at disbursing the salaries of members of the council, chairperson, deputy chairman, leader of opposition, executive members (EMs), officers and staffs of the different departments (executive, legislative and judicial) of the council.

Apart from this, the council also proposed to carry out various developmental activities, construction of the council’s building, and implementation of the 13th Finance Commission and completion of the Nongstoin market.

Earlier, Syiem informed that the revenue generation of the council during the year 2015-2016 has gone down compared to the previous years.

“While the revenue collection from the royalty share on minor minerals has slightly improved last year, the council has received only the 1st installment on the royalty share on Taxes on Motor Vehicle during 2011-12,” he said.

Appreciating the decision of the centre government to sanction Rs 133.12 crore to the KHADC as special assistance of central plan scheme for 2015-2016, Syiem said, “The centre has already released the funds to the state government since February this year and we hope through this special assistance, we will be able to implement revenue-driven projects, to improve the council’s exchequer.”

Keeping in mind the need to protect and preserve the environment, Syiem said the council has introduced the United Khasi-Jaintia Hills Autonomous District (Management and Control of Forest) (VIth Amendment) Bill, 2016 & Amendment Rules, 2016 and United Khasi-Jaintia Hills District Fisheries Act (Second Amendment) Bill, 2016.

On the issue relating to the much-awaited KHAD (Village Administration) Bill, 2015, Syiem informed that the district council has received the letter seeking clarification on the matter of the Ministry of Home Affairs (MHA), which was sent to the state government.

Syiem said the executive committee is already in the process of preparing its replies to the 12-point queries raised by the MHA.-By Our Reporter
