SHILLONG, DEC 13: Another joint summary inspection of the land adjacent to an under construction bridge over Iew Umroi will soon be carried by a team of defense and civilian administration to ascertain its ownership as the local army unit has stopped work on the plea that the land belongs to them.
Announcing this in the Assembly on Thursday, deputy chief minister Bindo M Lanong said the army has also put up signboard prohibiting trespass at the disputed spot. “This matter was immediately communicated to the deputy commissioner by the executive engineer, PWD, Umsning Division. The matter is being taken up with the defence authority,” he said, adding that the ownership of the land will be established by the inspection team.
Lanong said during the first joint inspection conducted on December 4, the officials of the local army unit had failed to produce any document to back its claim over the land, but the PWD officials had produced the land acquisition papers that the department had acquired in 1974. Both the bridge construction and widening of the approach road, he said, will have to be carried out at the spot due to the ongoing airport expansion work.
The deputy chief minister clarified there was no dispute with the army with regards to the bridge over Umrynjah stream in Ri Bhoi district. The army, he said, had put up signboard in its own land at Umden-Mission village and not at Umrynjah, and there was no question of any encroachment. Lanong was replying to a call attention motion raised by UDP legislator Paul Lyngdoh.
The defense officials, Lanong said, has also agreed to allow the use of the road that stretches from Umden Mission to the Umrynjah stream. “The local defense authority has agreed to allow the road to be used by the residents of Umden Mission village on terms and conditions which would be worked out to mutual convenience,” he said.
