SHILLONG, JULY 10: The People’s Democratic Front (PDF)-led coalition in the Khasi Hills Autonomous District Council (KHADC) virtually collapsed today after its Chief Executive Member Pynshngain N Syiem tendered his resignation before the start of the council’s emergent session.
The governor has summoned the emergent session of the Council for taking a vote of no confidence on the present executive committee here on Tuesday.
Syiem, who was heading a 29-member People Democratic Alliance (PDA) executive committee, quit after 17 members from different political parties including PDF decided to withdraw support and formed the Khasi Hills Democratic Alliance (KHDA).
They have demanded for the emergent session to discuss on the financial irregularities, misrule and failure of the present CEM to convene an emergency session to discuss on the issue pertaining to the Sweepers’ colony at Them Iew Mawlong.
During the session which started at 10 am and lasted for only few minutes, KHADC chairman LG Nongsiej informed the House that the chief executive member had submitted his resignation letter to him at 8.30 am.
“Therefore as per rule, we will immediately send his (Syiem) resignation letter to the Governor, who will accordingly give a date for the election of the new chief executive member,” said Nongsiej, who also immediately adjourned the House.
However, NPP MDC from Nongkrem Hispreaching Son Shylla expressed dissatisfaction at the decision of the Chairman to adjourn the House without allowing the members to raise important issues and even threatened to move a no-confidence motion against him as well.
Speaking to reporters after the session, Shylla said that the chief executive member should not have resigned but should have faced the emergent session.
“He (Syiem) should have come and face the emergent session. If we are satisfied with his clarification on the issues raised by us, who knows we might change our mind and withdraw the NC against him,” he said.
On the other hand, UDP MDC from Laitumkhrah Neil Antonio War claimed that the emergent session was demanded not with the objective to topple the present executive committee.
“However, his (Syiem) decision not to face the session only shows that there is something behind,” he alleged.
The KHDA comprises five members from the United Democratic Party (UDP), 4 each from the National People’s Party (NPP) and People’s Democratic Front (PDF), 3 Hill State People Democratic Party (HSPDP) and 1 Independent member.
Meanwhile, the KHADC chairman maintained that it would be up to the members whether he should continue in the post even as he informed that the Council’s session will commence from July 25.
Asked, Nongsiej, who is also PDF MDC, expressed concern over the division among the members of the party in the district council and said that it would be the duty of PDF and its president to ensure that the present infighting is resolved at the earliest.
He also reminded that earlier Syiem, who is the chairman of the PDF, had already expressed his willingness to step down but it was the members who were not ready to accept his proposal that time.
The PDF is having 11 members in the 29 member House.
