SHILLONG, SEPT 29: KHADC Chief Executive Member (CEM) Pynshngain N Syiem wondered how can the state government remove him from the post of CEM and MDC by enforcing the one man, one post bill as he has been elected by the people even as he said that the bill is in the court of the Governor who he hoped will take a judicious decision..

Syiem said the Governor will examine and accordingly decide on the bill that seeks to disallow holding dual elected posts- MDC and MLA- passed by the state government.

Syiem told reporters on Tuesday after meeting Governor V Shanmuganathan, “There is no question of appeal to the court as of now. The ball is in the court of the Governor… let him decide.” He has sought immediate intervention of the governor into what he called as a ‘hasty decision’ of the government in passing the bill.

Syiem said he has not done anything wrong by contesting the MDC elections and added,  “I am not the one doing something which is wrong… When in 2014, you allow me through Entry IX to contest and now all of a sudden how is it possible that you away with it.”

Syiem also said it is surprising how the state government put into enforce the  bill from October 1 when the Governor still have to study and examine the bill as it is a sensitive issue as others are also affected and not only him.

Syiem said he believed the Governor will take his time to study and examine the bill thoroughly  before taking any decision on the issue.

Syiem argued that as as per his understanding the district council is under the Sixth Schedule of the Indian Constitution and not under the state government and he is appointed by the state government to carrying the duty and function under the Sixth Schedule. He also asserted that MDC is not an office of profit because it is an elected post done through democratic system. – By Our Reporter
