Vacancy & appointment

SHILLONG, SEPT 12: The state government on Monday said action will be taken against recruiting agencies declaring results beyond the number of available vacant posts. Replying to a query raised by HSPDP MLA Ardent M Basaiawmoit in the assembly, chief minister Mukul Sangma said, “If there is any event of any recruiting agency which does not declare results as per vacant posts, action will be taken since it is violation of the government orders.”

He informed that the state has been confronted by such situation where candidates listed as successful candidates were not appointed due to non-availablity of vacancy which in the first instance is wrong

“Therefore the MPSC or DSC should indicate clearly the exact vacancy available and results declared be indicative of number of successful candidates which commensurate exactly to the number of posts,” Sangma said.

He informed directions have been issued from time to time through government orders as part of correcting such anomalies.

Earlier, the chief minister informed that information is being collected with regard to the total number of persons who have been appointed on contractual basis.

On the other hand, Basaiawmoit also sought to know as to when the government adopted policy to replace regular appointment with contractual appointment. He has also questioned the role of MPSC and DSC in view of the government’s continuing contractual appointment. He felt due to such violation of the government orders, successful candidates have to resort to agitations.

In his reply, chief minister informed that the appointment on contractual basis was started way back in 1979.

“As far as appointment to the vacancies pertaining to posts created on regular basis, such contractual appointments should be replaced by regular appointment and therefore it is incumbent upon departments to furnish all information pertaining to such vacancies as and when it arises to either MPSC or DSC,” he said.

However, there are posts that appointment on contractual basis had to be resorted for specific time bound schemes, he said adding that there are number of schemes initiated by the centre and in such cases there is no such posts created and sanction on a regular basis.-By Our Reporter
