38 of the 3000 govt staff punctual at work

SHILLONG, AUG 30: The Access Control System (ACS) installed in the secretariat by the Secretariat Administration Department (SAD) seems to have miserably failed to ensure punctuality of thousands of staff working in the two secretariats as only thirty-eight of the nearly three thousands employees have been on time to work during the year 2015-16.

To encourage punctuality at workplace, the Meghalaya government on Tuesday gave cash awards and certificates to these thirty-eight government employees.

Meghalaya Minister in- charge SAD Deborah C. Marak gave away the awards to these thirty eight employees as a mark of appreciation for their outstanding punctuality in office attendance at a function held at the conference room of the main secretariat.

In her brief message to the awardees, Marak lauded their good performance and punctuality and expressed hope that they would continue to work with dedication in the interest of the people.

Additional chief secretary Hector Marwein told this website that the first three with around 98 percentage of punctuality attendance got cash award of Rs 15, 000 each, the second ten employees with 95 percentage of punctuality attendance were given Rs 10,000 and the rest Rs 5000 along with the certificates.

The punctuality attendance of these employees was based on the reports generated from the ACS. The ACS was installed in 2013 to encourage the staff to be punctual at work place.

Asked if the ACS installed to ensure the punctuality of around 3000 employees working in the two secretariats was not a failure as only 38 of them were found to be punctual, Marwein said, “The installation of the ACS is not so much for punishment but for encouraging the staff to be punctual.”

Marwein, however, quickly added that those employees who were found to be a habitual late comer had to pay the penalty for not coming on time to the office. He said, “For every three days late, the employee one day casual leave will be deducted.”

Marwein informed that if the casual leave of such employee is exhausted then the earn leave will also be deducted.

Moreover, an employee ACR will also reflect his/her habit of coming late to the office in the column on punctuality. Marwein informed that the promotion of the employee who is late to work can also be held back.

Marwein said that if it found that an employee who is due for promotion has been a habitual late comer, then the government holds back his/her promotion and ask the employee first to improve this aspect. If the government finds that the employee has improved on the punctuality aspect then he/she is promoted.-By Our Reporter
