SHILLONG, APR 29: Khasi Hills Autonomous District Council (KHADC) has decided to constitute a ‘special committee’ to come up with some sort of relief to the traditional heads till the time the village administration bill is passed.

The assurance was given by the EM in charge Elaka KP Pangniang to a delegation of the Hynniewtrep Youth Council (HYC), who had sought the status on their demand for passing of ‘executive orders’ by the KHADC to empower the traditional heads in the region following the December 10, 2014-ruling issued by the Meghalaya High Court that curbed their power to issue NOC.

“He (Pangniang) has assured us that a special committee would be constituted involving constitutional experts to come up with some laws which can act as a sort of relief to the traditional heads,” HYC central body president Peter Lawai told reporters.

Lawai said in their proposal, HYC had suggested the need for KHADC to bring in laws that can empower the headmen, whose powerhas been curtailed by the high court ruling.

The HYC has also sought immediate modification of the ‘sanat’, which is a kind of recognition certificate issued by the district council to a headman, as one of possibility that can bring relief to them.

“The sanat was issued by the district council as per the Appointment and Succession of Chiefs and Headman Act, 1959 and a slight modification to this can empower the headmen,” Lawai said adding “The Council can empower the headman to issue any certificates by bringing modification to the sanat.”

Referring to the arrest of the sordar of Wahkhen village on Wednesday, the HYC general secretary Robert June Kharjahrin said the HYC don’t want to comment on this but would like to questioned that despite the order of High Court, why there are departments of the government who continue to direct the citizens to produce a residential certificate issued by a traditional headman?- By Our Reporter
