SHILLONG, OCT 9: Civil Society Women’s Organization (CSWO) said it is shocked that the Special Investigation Team (SIT) had come out with a version that the former sub-Inspector PJ Marbaniang had committed suicide and abetted by the five arrested ngoss, a contractor and BDO.
The organization has demanded an inquiry by the Central Bureau of Investigation (CBI) into the incident.
“No one is a fool to believe that these 5 can persuade the honest police SI to commit a suicide,” CSWO president Agnes Kharshiing said in a statement on Friday.
The statement came a day after the SIT arrested and charge-sheeted five accused for alleged involvement in abetment of suicide that led (L) Marbaniang to commit suicide.
The accused has been identified as Grandwill Harly Passah (39), a BDO of Jirang C&RD Block, Centerwell Daloi, the president of the FKJGP-Western Zone, Lawyer Syngkli (43), working president of the FKJGP-WZ, Shemphang Nongtri (32), a member of the FKJGP-WZ and Coming Kharbani, a contractor who is presently implementing a project of the irrigation department in Patharkhmah.
The CSWO alleged that evidences clearly shows that the register in the CHC clearly mentions that the bullet injury on the back of head, and he was brought to the CHC on the January 24, at 9.30 pm.
“The SP was informed of the incident at 9 pm. DSP crime was informed of the incident at 9pm,” Kharshiing said while quoting an RTI finding.
She said, “Medical examination report mentions (a) bullet injury in back of head, entry wound size back of the head- 1.5 cm approx (b) exit wound forehead- 2 cm (approx),” adding “P J Marbaniang expired at 8.50 pm (according to the handing over of dead body certificate where the doctor has signed that PJ Marbaniang expired on January 24, at 8.50 pm.”
No case registered immediately? The UD case was registered after 3 days only on the 27th Jan 2015 as Nongpoh UD case No 4/2015, the CSWO questioned.
She said the questions raised are many but some main points are; When a person is injured how is it that they left him for half an hour to bleed and they waited to book a 108 to take him to the Patharkhmah CHC which is just a stone’s throw away leaving him to bleed for 30 mins. Why did the DSP (Crime) who was in the outpost not escort the body of the slain police officer to the CHC and to the GNRC? Why was the postmortem not done in Guwahati if it is true he died in GNRC. Why was there no officer with him and why did the officer deputed leave the GNRC and did not check that clothes should be preserved. If he shot himself from the forehead why was there no gunshot residue? Why was the handwash not taken especially when a DSP crime who is well trained, was around in the outpost. Why was the X-Ray not done of the head as requested by the mother of the deceased?
CSWO reiterates the demand for a CBI inquiry as it said it is clear murder of an honest police officer.
Kharshiing also alleged, “The CSWO is also informed that many police officials having coal quarries in the West Khasi hills the SIT would not do justice and would not arrest the main killer and the people who ordered the killing. “
“It is now clear why the clothes were destroyed as they would contain gunshot residue in the back of the clothes as evidently he was shot from the back of his head,” she alleged.
She said it is well known general rule that gunshot wounds located anywhere else, if not in the side of the head, the mouth or the chest, are most likely homicide, yet the trained police officials of the state could not establish a murder and made it look a suicide defaming their own just to protect the corrupt few.
She said the CSWO is concerned if the police cannot protect their own how they can protect the public. This puts also a doubt on the many cases being investigated if they are being honestly investigated, she said.- By Our Reporter
