SHILLONG, SEPT 4: Meghalaya government has asked all banned insurgent and terrorist organizations operating in the state to refrain from having nexus with political parties even as it maintained the proposed peace talks with the Hynniewtrep National Liberation Council (HNLC) will be taken up in sync with provision of law.

“I urged all banned, insurgent and terrorist outfits not to indulged in any kind of activities which can be links them with politics,” Chief minister Mukul Sangma told reporters after a cabinet meeting on Thursday.

According to Sangma the government wants to send a clear message to all of the insurgent groups even as it is making efforts to bring about long lasting peace in the state.He said, “I also urged them (militants) not to allow themselves of being used by any political parties or in other words to completely avoid any possibilities of developing any nexus or connection with politicians or their party.”

Recently, the proscribed HNLC expressed its willingness to come under a bilateral ceasefire agreement.  However, the outfit has also served an ultimatum to the government for appointing an interlocutor within 24 days.

Sangma maintained that the state government is making effort to ensure that necessary procedures are followed for the peace talks.  He said, “The government will do it in sync with provision of the law.”

Asked whether the government has accepted or not the HNLC proposal, Sangma said,  “We have said we already took note with seriousness of the HNLC willingness and this government will explore all possibilities including appointment interlocutor to carry forward in the right perspective.”

Sangma also added that there are certain formalities as the government want to do it correctly in a manner that everything is clear and transparent.”  He said, “I think it is only appropriate that the government has indicated its intention and now leave it to the government to follow the necessary procedures… the purpose, the objective and the intend are already indicated by the government.”

Sangma stated that is a procedure to be followed when the government wants to engaged with any kind of militant organization, insurgent outfit or terrorist organization and that is why he is saying that this nomenclature are govern by different laws.

Sangma said there are few things which the government will follow and while doing so, what is important is the intend of the government. According to him, the objective of the government has been clearly pronounced as to what the government intend.

Sangma said, “We want that misguided youths who are engaged in war against the government and our people should take advantage on the opportunity given by the government to come over ground.” he reiterated.

Sangma also refuse to say anything on the alleged failure of peace talks with HNLC in 2004 and said, “It is not proper for me to basically say what has happen then. He however said the state government now is sincere and committed  and the government anticipate from any organization, that they are also committed with whatever they say with the sole objective of paving the way for sustain peace which has been eluding .

On the ultimatum served by the HNLC for appointment of an interlocutor, Sangma said whether it takes 20 or 30 days it’s a different thing but the government’s intend and objective is more important.- By Our Reporter
