SHILLONG, SEPT 20: Four candidates who had passed the walk in interview for the posts of Block Resource Persons (BPRs) in Ri Bhoi district conducted by the District Mission Coordinator (DMC) of Nongpoh have been denied appointment on the ground that the posts have been cancelled by the union government.

Interestingly, successful candidates for the same posts in Jaintia hills have got appointment.

The State Education Mission Authority of Meghalaya (SEMAM-SSA) claimed that the appointments to the said posts in Ri Bhoi District have been “cancelled” under the centre’s direction.

The four candidates who had appeared and passed for the posts of BPRs in the results declared on February 12 had repeatedly approached the SEMAM-SSA for appointment but to no avail. Three of the aggrieved candidates-Daiofica Sumer, Ridalis Marwein and Monaliza Mawrie- have repeatedly approaching the District Mission Coordination (DMC) Nongpoh for their appointments but with no success.

“We were denied the appointment letters even after the results was declare six months ago. We have made all out efforts to meet the district authority of the SSA but nothing has happen till today,” the three aggrieved candidates told reporters at a news conference on Saturday.

According to the results, Sumer was to be appointed in Umsning Block Resource Centre (BRC) while Marwein and Mawrie were selected to be appointed in Umling BRC.

The three, however, alleged, “The district mission coordinator (DMC), Nongpoh when approach instead told us that the posts for the BRPs in Ri Bhoi District have been cancelled by the Centre.”

The three said the DMC has also cited that the reason behind the cancellation was that the posts requires people with high qualification but pointed out that as per the advertisement (published on January 7), the criteria of eligibility to the post was ‘graduate with foundation course in special education.

The notice issued by DMC recently states – “As per the direction from SPD’s office to all concerned that the interview for the post of resource person on Inclusive Education at block level conducted by the DMC, District Unit of SSA, SEMAM, Ri Bhoi District, Nongpoh is hereby cancelled as per the latest electronic message received from Chief Consultant Inclusive Education, Ministry of Human Resource Development (MHRD) on August 26, 2014.”

According to notice as per the latest electronic message from ministry it says – as per the RTE Act, 2009, only trained and qualified teachers can teach children including those with special needs. Hence it is important that teachers teaching CWSN also have or require a recognized degree or diploma in special education.

However, if this order from the centre is to be believed  then the question that natural begs an answer is how is it possible for the office of the DMC of SSA-SEMAM in Jaintia hills district to go ahead and issue appointment letters to those candidates who had passed for the same post in the district while the DMC in Ri Bhoi is claiming that the posts have been cancelled on the direction of the union government.

The DMC in Jaintia Hills has already issued appointment letters to at least 10 successful candidates for the same posts as per the order issued by the chairman of SSA-SEMAM of the district who is the deputy commissioner.

The aggrieved candidates said, “The candidates in Jaintia Hills have join and have been working for past six months in the respective block centres they were appointed.” – By Our Reporter
