SHILLONG, JAN 5: The ruling Congress led People Democratic Front (PDF) in the KHADC on Tuesday urged Meghalaya Governor V Shanmuganathan to request the centre to speed up the process of examining the KHAD (Village Administration) Bill, 2015 and accordingly sent it back to his office for early approval.

“We have urged the Governor to remind the Ministry of Home Affairs (MHA) to speed up the process of examining the KHAD (Village Administration) Bill, 2015 and to accordingly send it back to his office for its early approval,” KHADC chief PN Syiem told reporters after the meeting.

He said the request was made because there has been a growing desire from the people under the jurisdiction of the KHADC to see that this bill gets the approval of the Governor especially following his recent assent to the VAB passed by our counterpart – the Jaintia Hills Autonomous District Council (JHADC).”

Syiem informed that the Governor is also waiting for the return of the bill before he takes a final call on the issue.

When asked whether the Governor had given any clarification on the need to send the bill of the KHADC to the centre, the chief executive member said, “Since our bill has got lots of complaints which are a little bit major, the Governor who could not take decision felt the need to send it to the MHA for its views.”

On the other hand, he said, “We feel that the bill should not have been sent to the ministry but it should have been send directly to the council for necessary correction and rectification of the flaws.”

Meanwhile on the issue pertaining to the nominated MDC, the KHADC CEM said, “We have urged the Governor to stick to the rule before taking any decision on the matter.”

“Based on Rule 6 sub-rule 2 of the AD Rules, we had accordingly convened the house and recommend the name of the nominated MDC through a resolution,” he said adding “If there are no such rules, we would not have convened the house to pass the resolution. Because there are rules, we accordingly followed the rules.”

He further added, “And this rule is not a rule framed by anybody but it is a rule which has got the approval of the Governor and the consent of the state government as well.”

While the KHADC has proposed the name of J Reenbohn, a retired District Council Judge for the post of a nominated MDC through a resolution, the state government has however proposed the name of a former MDC Irene Lyngdoh to the Governor.

The Governor had recently sent back the names of the two – Reenbohn and Lyngdoh to the state government- to decide on who among them should be appointed as the new nominated member to the KHADC.

Stating that the beauty of the resolution is that the KHADC had proposed the name of person who is free from any political affiliation, Syiem said, “This decision of the executive committee was appreciated not only by the members of the house but even by the people from outside the council because the person proposed is neutral besides having strong background with regards to Law.”

Moreover, the delegation has also apprised the Governor that the district council is under the Sixth Schedule as per the Constitution and it is not under the State Act.

“We have urged the Governor to also respect the district council and the opinion of the majority because we need a person who can contribute to the welfare of the district council. We hoped that the Governor will review the matter related on this issue.”

Syiem stated that a nominated MDC should be free from any political connection and therefore should be a neutral who can contribute.-By Our Reporter
