SHILLONG, MAY 15: Arguing that the proposal of comprehensive mechanism submitted by the Khasi Students Union (KSU) to the state government should not be misunderstood as modified Inner Line Permit (ILP), the KSU iterate its commitment to continue its demand for implementation of the Bengal Eastern Frontier Regulation Act, 1873 till a pro-ILP state government comes into power in the state.

KSU president Daniel Khyriem told reporters after the union’s central executive meeting on Thursday that they had submitted the comprehensive proposal for combating influx into the state as the union understands that the Mukul Sangma led MUA 11 government is not going to last forever. He said, “Meghalaya will get a state government who will be willing to implement the ILP in the state.”

Khyriem reaffirmed the union’s demand for the implementation of the ILP to check illegal influx into the state. He, however, said in the process of the demanding the implementation of the ILP, the ngos felt that there is need to implement an alternative mechanism for controlling influx and it was in this context that they submitted the proposal to the state government during its meeting.

On April 29, the thirteen ngos, including the KSU, had proposed to the state government a “comprehensive-mechanism” to combat illegal immigration and regulate influx into Meghalaya which they also claimed to be much more effective than the existing Eastern Bengal Frontier Regulation Act, 1873.

Khyriem, however, caution, “The comprehensive mechanism should not be taken as modified ILP.”  He justified submitting the comprehensive mechanism proposal as he said the state government had expressed its inability to implement the ILP in the state as it argued it would affect the development including tourism.

Khyriem also said that the ngos are happy on the positive response given  by chief minister Mukul Sangma and hoped that the government will  implements the comprehensive mechanism submitted by the ngos at the earliest.

Khyriem informed that the ngos will demand for immediate implementation of the proposed points under the comprehensive mechanism in the next round of sitting.- By Our Reporter
