Lyngdoh for domicile reservation

SHILLONG, MAR 19: Opposition Congress legislator from Umroi George B Lyngdoh today urged the state government to come up with a domicile reservation policy to ensure job opportunity for locals in central government offices operating in the state.

Taking part in the debate on the Governor’s address here on Monday, Lyngdoh said, “I also called upon the leader of the house to ensure better employment opportunity and I like to propose a domicile reservation for citizens of the state in the central government sector offices as well as in the military and para military.”

He said that the presence of several central government sectors/offices, military and paramilitary has not been of much blessing to the state even though they have utilized our land, our water, our air and beautiful environment.

“It (their presence) has not been complimented with regards to employment (to local youth) whether directly or indirectly,” the first time legislator said while urging the government to utilize the services of the state labour department for monitoring and improving employment opportunities that is available in these central offices.

He also stressed the need to also monitor employment opportunity in public and private enterprises because industries that have been set up in the state seem to cater to employing people from other parts of the country and not from the state.

Lyngdoh also suggested the government to collect and computerise the data of domicile citizens of the state in a manner that it can be shared to regulate the employment of locals in the state.

With regards to finance, the legislator urged the government to improve the penetration of the banks in rural areas.

According to him, as per data, it appears that only 25 per cent of the villages in the state are bank villages. Due to long distances, people do not submit their bank accounts and the DBT effort of the government is defeated,” he said.

Asserting that internet connectivity is very critical for ensuring the effective implementation of the GST, he said however it is regretted to say in the address there was no mentioning on the governent’s effort towards this end.

“We need joint effort of the taxation, C&RD, IT department and also local mobile operators to improve the connectivity, otherwise people will face problems by the time filing of the GST returns as well as smooth revenue collection will not be there in the state,” he added.

Lyngdoh further demanded the state government to set up public toilets along the national highways besides trauma centres and blood banks in every districts of the state.
