SHILLONG, DEC 5: Union minister of state for home Haribhai Parathibhai Chaudhary on Saturday said the centre in tandem with the state governments have adopted a multi-pronged approach and strong counter measure to contain cross border terrorism, which is a major bane in the north eastern region.

Chaudhary said during his address at the passing out parade of the 41st batch basic course held in the North Eastern Police Academy (NEPA) at Umsaw on Saturday.

According to him, the union government has also taken seriously the issue of border fencing, improved technology, weapons and equipments for security forces, improved intelligence and operational coordination and synergized intelligence flow to check infiltration and proactive action against terrorists within the state.

“The government has also adopted various tactical and operational strategies to degrade the efforts and capabilities of militants to disturb peace in the state,” he said.

Stating that NE states are affected by insurgency and militancy, Chaudhary, however, emphasized, “It is important to take the local populace in confidence and boost the image of police forces among the common people and various welfare/developmental activities and community policing should continuously be undertaken to win the hearts and minds of the people.”

While pointing out the different types of crimes that have created a huge challenge for the police, he said that the secessionist and extremist challenges in the NE states and Jammu & Kashmir have stretched the limits of the law enforcement agencies.

According to him, the modern day criminal is educated, he is daring and the tendency of risk taking has increased proportionately vis-à-vis the rewards of his crime.

“The emergence of information technology accompanied by knowledge explosion and the growing networking in the area of organized crime all constitute a special challenge for the police of today,” he added.

In view of this, he said that the police forces today needs to have a better understanding of organized crime in different parts of the country adding they need to develop and display special skills and are expected to be a few steps ahead of the criminal.

“The concept of Smart Policing as envisaged by the Prime Minister is the need of the hour for every policeman in uniform. Strict and firm attitude is to be tempered with sensitivity, so that the community is able to absorb the empathy, sympathy and compassion of a policeman who cares,” he said.

Chaudhary also added, “The policeman who is modern and mobile need to be given a befitting reply to the use of modern technologies and devices, as well as to national and international networks by the terrorist organizations.”

Informing that during the 12th five year plan period, the Ministry of Home Affairs has sanctioned Rs 98.64 crores for implementation of the plan scheme named ‘Strengthening of NEPA, Shillong’, he said that the government has also approved foreign training of Dy SP probationers of the NE this year.

“I am happy to know that 71 Dy SP probationers of the present batch have recently undertaken the overseas attachment training at Singapore this year. We are proposing to ensure that this training continues in future with each basic course,” he said.

Admitting that he is aware of upgradation of infrastructure and capabilities of the NEPA and informed some proposals have been submitted to MHA. He assured, “Out of these suitable directions will be issued for creation of additional posts, procurement of new vehicles and making foreign component compulsory for basic course trainees.”

Last year the MHA had sanctioned Rs 1 crore towards Normal Welfare Grant (GIA) which is uitilized for various activities and welfare of trainees and staff of NEPA.

For this year (2015-16), the union minister of state said, “I announce Rs 2 crore as Grant in Aid for welfare of the trainees and staff of NEPA.”

Meanwhile, 230 trainees of the 41st batch basic course took oath administered by the NEPA Director DR Doley Barman during the passing out parade held here. Of these, 71 are Deputy Superintendent of Police (Dy SP), 159 Sub Inspector – 47 are from Meghalaya, 5 from Arunachal Pradesh, 11 from Mizoram and 167 from Manipur.- By Our Reporter
