Officers’ behavior law

SHILLONG, JUNE 11: The state government is all set to come up with a law known as the ‘Service Delivery System (SDS)” to regulate the behaviour of all officers and others in ensuring timely delivery of services.

Chief minister Mukul Sangma told the assembly on Wednesday,“The SDS which will go a long way in regulating the behaviour of all officers is in its final draft stage. Since, there is need to fine tune the law, the government could not introduce during the ongoing session.”

The chief minister informed the house that once the law is implemented, anybody found responsible for not being able to deliver the work within specific timeframe are bound to be subjected to punitive action.

Terming the new drainage system constructed under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) as “horrible”, the chief minister said, “The department has been asked to audit the implementation and take to task everybody responsible. Officers of all line departments should not hesitate to take disciplinary action and departmental proceedings against those who failed to performed.”

Stating that infrastructural development is also a top priority of the government, the chief minister said, “It is also high time to take stringent and strict actions against the contractors who fails to deliver and they will be blacklist and prosecuted as it’s the only way to get the compliance of everybody.”

Education sector:  On education, the chief minister also informed that the state government would soon come up with two Engineering Colleges in the state and targeted 2016 to start with the first batch of engineering students.

“Funds for the setting up of the two Engineering Colleges have been sanctioned by the government and though the construction is yet to start but we have put a target that by 2016, the first batch of students must be able to start with their courses,” the chief minister said.

Apart from setting up residential schools in the state, the chief minister said the government is also proposing to set up teacher training centres in the sub-division and block headquarters for potential youths who like to opt for teaching as their profession.- By Our Reporter
