Opposition to move Governor against PDF

SHILLONG, JUNE 21: Opposition Congress in the KHADC will move to the Governor and state government for their intervention claiming that the ruling People Democratic Forum (PDF) led EC has “technically” collapsed.

This came after the resolution to oppose the ban on cow slaughter moved by the opposition Congress was accepted by the House unanimously during the ongoing summer session of the council held on Wednesday.

“As per my understanding, once the ruling side has succumbed to opposition’s resolution the executive committee has collapsed,” opposition leader Manstudy Nongrem told reporters after the session here.

Nongrem said that he was surprised when the Council’s Chairman LG Nongsiej announced to take up the next issue just after the KHADC chief PN Syiem declared that the House has accepted the resolution.

Referring to the Assam and Meghalaya Autonomous Districts (Constitution of District Councils) Rules 1951, he said after discussion on the resolution, the executive committee should have requested him (as the mover) to withdraw, which they did not but instead they accepted.

According to him, the resolution moved by the opposition should have been put to test in the floor of the House to pave way for the executive committee to take necessary steps on the issue (cow slaughter).

“This shows that the present executive committee has accepted defeat in the floor of the house and it has no moral right to continue,” Nongrem said adding that this incident has created precedence in the history of the Council.

Asked, the former KHADC CEM informed that they would immediately take up the matter to the Governor and the State government for their necessary intervention.

“We will also seek legal opinion on this failure of the EC and accordingly inform the Governor and State government,” he added.

Meanwhile, the KHADC chief Pynshngain N Syiem categorically denied that his executive committee has been defeated in the floor of the House by accepting the resolution move by the opposition Congress.

“They (opposition) should be guided by the Rules as the ruling is in the majority,” he said.

According to him, the district council is a partyless institution and it doesn’t matter the resolution is brought by the opposition or the executive committee.

Moreover, Syiem claimed that there is no opposition in the district council as it has only the constructive side (not part of the ruling).

“Whatever is constructive (resolution), we as the EC we accept and work together,” he said while urging the need not to mix the 6th Schedule with the State Legislative Assembly.

Stating that it is a matter of number game, he said if the ruling is opposing to the resolution, then only it will be put to vote, which is not in this particular case.

Further, the KHADC chief also claimed that in the past, the previous ECs have also supported resolutions moved by the opposition side even as he refused to cite such instances which took place inside the House.
