Universities regulation bill on the anvil

rajuSHILLONG, JUNE 7: The union government will pass a bill in the coming session of parliament to regulate the functioning of the universities in the country even as union human resources minister M Palam Raju said that the University Grant Commission (UGC) must blacklist the CMJ University and out up its name in its website informing the public that it is “selling fake Ph.D degres all over the country and even abroad.

Speaking to reporters at the sideline of a function at a city college, Raju said there is a need to crackdown on malpractices
by fly by night operators by the state governments in tandem with the Centre. He said, “It is important to crack down on these malpractice operators. We are hopeful that in the coming monsoon, we will be able to pass this Bill related to regulating the functioning of universities.”
Referring to the controversy of the CMJ University, Raju said, “As things stand, all UGC can do is, list the CMJ
University in its website stating that this is a university of
disrepute giving fraudulent degrees.”

Speaking about the union government’s commitment to crackdown on such fraudulent universities, Raju said, “You must have seen the action taken against IIPM; similarly we would be able to take action (against CMJ University). We are encouraging actions against such universities.”

Raju, however, said to initiate action against such fake universities the cooperation of the state government is needed.

The Meghalaya CID had sealed off the CMJ University office and campus after Governor R S Mooshahary lodged an
FIR against the university for fraudulent activities.

Established in 2009, the CMJ University has allegedly awarded a record number of 434 PhD degrees in the past one year apart from registering 490 more PhD scholars during the same year.

While three officials including the University’s registrar, his deputy and the HR manager were arrested, the
self-appointed Chancellor of the University, Chandra Mohan Jha, whose initials CMJ was named after, has been on the run for the past one month.

Raju also informed the new scheme of the HRD, the RashtriyaUchchatar Shiksha Abhiyan (RUSA) which aims at providing financialassistance to state governments to enable them to improve the  quality of higher educational institutions.- By Our Reporter

    Students were betrayed and they trusted having full faith as this University Act of CMJ was passed by our Honorable Legislators…So should they not be booked too….Big speeches by the Union Ministers are sometimes just given to pacify things …They know maybe very well how much CMJ has donated maybe to their Party Coffers too…These University Bills would not have been passed blindly by the Legislators…So maybe in lay mans terms he must have paid them a visit with a suitcase….This is how many Politicians become rich overnight….
