Wind up Panchayati Raj warns KSU & FKJGP

SHILLONG, MAY 1: The KSU and the FKJGP have served two weeks “deadline” to the Panchayati Raj institution formed  illegally in the Meghalaya that falls under the sixth schedule to surrender their documents and also demanded that the East Khasi hills district administration must immediately “de-recognized” these institutions.

“We demands that these institutions which were formed illegally in the sixth schedule areas to surrender their documents to the respective dorbar shnongs within two weeks failing which we will take our own action against them,” KSU Nongthymmai adviser F Kharmawphlang and FKJGP Nongthymmai president W Tariang warned during a news conference on Wednesday.

The KSU and FKJGP also said that these institutions also have their own self-style headmen, which is against the tenet of the sixth schedule as it undermines  traditional bodies in areas including Lapalang, Madanrting and Rynjah.

During the last assembly session, Meghalaya minister of District Council Affairs HDR Lyngdoh has informed the house that as per Article 243M (2) (a) of the Constitution the presence of of Panchayati Raj does not apply to the State of Meghalaya, Nagaland and Mizoram.

Tariang also accused the self-style headman of the Relief Rehabilitation Colony Welfare Society in RR Colony of illegally issued as many as 162 birth certificates.  He said, “We strongly opposed such an act as this defeats the existence of the Rynjah dorbar shnong a traditional body recognized by the KHADC.”

The KSU and FKJGP also informed that earlier the MDC from Nongthymmai had also filed an FIR against the Gorkha Public Panchayati Raj.

But these ngos complain that though the issues have been brought to the notice of the district administration and KHADC but no action have been taken so far.

The KSU and FKJGP also criticized the East Khasi hills deputy commissioner for recognizing these institutions. The leaders of these ngos said that earlier last year during the electoral enrollment drives,  the deputy commissioner had called these “illegal institutions” to the meeting.

They said, “This recognition given by the DC is not at all acceptable and is an act of disrespecting the local traditional bodies which are empowered by the sixth schedule of the Indian Constitution.” – By Our Reporter
