SHILLONG, JUNE 29: KHADC executive member- in-charge finance- Antonio N War assured the house to set a timeframe to the departments for speedy release of bills to the contractors who are implementing the various developmental schemes of KHADC.
“We will put a timeframe and direct the engineer wing and the finance department of the council to ensure that releasing of bills is speed up,” War said while replying to a supplementary question raised by MDC Donkupar Sumer during the session on Monday.
Stating that this is not a new problem to the KHADC, War said that the previous executive committees have also tried to address this problem. According to him, the process which is in practice at present pertaining to the releasing of bills is considered to be as viable.
HSPDP MDC Pyniaid Sing Syiem while expressing concern over the issue of delay in releasing the bills urged the council to look into the issue as most of the contractors are spending from their own pockets while implementing the schemes.
Echoing similar concern, Sumer on the other hand urged the executive committee to examine the possibility of releasing part payment to the contractors and other committees for implementing different schemes.
War assured that the executive committee will examine the norms laid down under the 13th Finance Commission before considering the requests.- By Our Reporter
