Finally, state NCP files complaint against eleven legislators who merged with NPP

Shillong, Sept 28: Meghalaya unit of Nationalist Congress Party (NCP) filed a  petition against eleven NCP legislators who had ;left the party and merged with the Nationalist People’s Party (NPP) with the Meghalaya Legislative Assembly Speaker Charles Pyngrope.

“Complying with the directive of the NCP high command, we have file a petition against 11 legislators of the party except one MLA who recently passed away with the Speaker and Secretary of the State Assembly,” Ad hoc Committee Convener and State deputy speaker Sanbor Shullai told reporters.

Earlier, the NCP from Delhi had filed its complaint with the Assembly speaker but was turned down as it was deemed inappropriate as according to rules only a member in the Assembly can file a petition.. Shullai claimed, “As per 191 (2) / 21 (a) of the 10th Schedule of the Constitution of India an elected member cannot defect during his tenure,”

However Friday, the petition against the 11 legislators was filed based on media reports reported about their merger with NPP.

“We have base our complaints on the media reports about their merger,” NCP counsel Debojit Saikia said adding “As per rules, media reports carries a lot of weight since there is no denial from their side (legislators).”

Saikia said, “They have proudly said that they would come to power under the new party in the next elections,” adding “We will not disclose more on this but will make appropriate arguments with the speaker on the matter.”

After the complaint was lodged, Speaker Charles Pyngrope said, “We will have to examine the petition filed by the NCP,” but added  till now he was yet to receive any official documents of merger by these eleven legislators with NPP.- By Our Reporter
