SHILLONG, OCT 27: The KHADC today introduced the United Khasi-Jaintia Hills District (Establishment of Town Committee) (Third Amendment) Bill, 2015 for implementation of the council’s building byelaws.

“The bill seeks to empower the executive committee to implement the council’s building byelaws in areas where the town committees is absent,” KHADC chief Pynshngain N Syiem said while tabling the bill at the first day of the autumn session held here on Tuesday.

According to him, the executive committee shall carry the duty and functioning of the town committees to regulate building constructions under the jurisdiction of the district council.

The district council has proposed amendment of Section 8 of the principal Act of the United Khasi-Jaintia Hills District (Establishment of Town Committee), which empowers the KHADC to regulate building constructions.

As per the new proviso inserted in the Section 8, it stated – “Provided that the Executive Committee may, by notification, exercise any of the duties and functions under Section 8 above in areas where a Town Committee has not been constituted.”

Earlier, the KHADC CEM also informed the House that in exercise of the powers conferred upon it under Rule 29 & 30 of the Assam and Meghalaya Autonomous Districts (Constitution of District Councils) Rules, 1951 as amended, the executive committee having satisfied that an emergency has arisen rendering it necessary to take immediate action.

“Accordingly, an executive order was issued vide notification on July 9, and the same has been published in the Gazette of Meghalaya on July 27,” he said.

Speaking to reporters after the session, Syiem said that the amendment bill will be sent to the Governor for his approval, to make operation the Land Development and Building Regulation.

Earlier, the state government through a notification had declared the KHAD (Land Development and Building Regulation) as unauthorized.-By Our Reporter
