KHNAM’s bike rally to oppose ordinance

SHILLONG, AUG 26: The KHNAM has decided to organize a ‘Say No to Ordinance’ two-wheeler-rally across the city and its outskirts on August 28 to put pressure on the state government to immediately revoking the ‘Ordinance.’

“The two-wheeler rally is to protest and create awareness among the people on the ‘ills’ of the ordinance brought by the state government for temporarily empowering the traditional headmen,” KHNAM vice president Adelbert Nongrum told newsmen on Wednesday.

He informed that the rally will start from Student’s Field, Jaiaw and hoped there is no traffic jam caused during the awareness campaign to protest on the issue and felt the district authorities should agree to give permission.

According to Nongrum, the demand to revoke the ordinance has become more significant as KHADC had done its homework by recently passing the KHAD (Appointment and Succession of Chiefs & Headmen) Rules, 2015.

He pointed out that both – ordinance and rules framed by the KHADC- seeks to empower the headmen after their powers were stripped off by the Meghalaya High Court’s order issued last year.

“Since this issue is a subject matter of the district council, the state government should take the responsibility of understanding the need to withdraw its ordinance,” he felt.

Despite the growing opposition against the ordinance, the state government is yet to make its stand clear whether it would place the ordinance or not in the upcoming assembly session slated next month.

KHNAM MDC James Ban Basaiawmoit added, “The party’s central executive committee (CEC) would soon write to the government to demand that the ordinance should not be tabled in the upcoming session.” He said the government should respect that the issue has been opposed by all the 30 MDCs (ruling and opposition) in the Special Session held on May 30.

Although provisions of law allow the state government to table the ordinance in the assembly, Nongrum, however said, “The message is clear that we are totally against this ordinance.”
