MGNREGS cheques bounce

SHILLONG, JULY 18: Over 176 villages from North Garo hills district under the umbrella of the All Kharkutta Village Employment Council Development Association (AKVECDA) wrote to the Meghalaya governor Dr KK Paul seeking his intervention into the alleged gross violation of the MGNREGS Act by a Block Development Officer (BDO).

The BDO of Kharkutta block division of North Garo hills district allegedly issued bounced cheques besides reduction of the man days which is contrary to the 100 days employment norms under the Mahathma Gandhi National Rural Employment Generation Act (MNREGA).

Submitting a representation to the governor, AKVECDA president John K Sangma said, “We urged the governor to make use of his office and in punish those involved in such irregularities.”He said the little quantum of money issued through the cheques bounced at the bank when they were produced.

To substantiate their stand, three such cheques issued by the office of the BDO were attached in the representation submitted to the governor. Sangma further questioned as to why the office of the BDO issued such cheques.  He said,We have inquired there has not been any substantial answer.”

According to the association, there are 10,111 job card holders in the Village Employment Councils (VECs) of 176 villages and all have not received the wages since August 2013.

The works has been executed on the basis of the work order issued by the government and all the materials used were taken from the local suppliers on the basis of the trust that the government will release the money.

Seeking the governor’s intervention, the association also brought to his notice on the reduction man days from 100 to 48.

Two of the deducted days are told to be for the construction of the MNREGS office that has not been visible in the division located under the two years old district of North Garo dills, Sangma said.

The association also expressed fear that the money channelized through MNREGA would be misuse.  Sangma said that they want a concrete explanation because as VEC members they  have to explain to the families who are hoping of getting the money. – By Our Reporter
