HYC leaders take pledge, revive ILP

SHILLONG, AUG 8: The newly floated Hynniewtrep Youth Council (HYC), an organization formed mostly by former members of the Khasi Students’ Union (KSU), on Friday pledged to revive the demand for the immediate implementation of the Inner Line Permit (ILP) in the state.

The pledged was taken during the oath taking ceremony of the ten leaders of the Central Executive Committee (CEC) of the HYC held on Friday.

The first president of the HYC Peter J Lawai, vice president Donboklang Kharlyngdoh and general secretary Robert June Kharjahrin took the oath administered by the former Khasi Author Society (KAS) president Prof SS Majaw.

“We want to sent a clear message to the state government that there is no other mechanisms but only the Inner Line Permit (ILP) that can tackle the problem of influx,” HYC general secretary Robert June Kharjahrin said during the ceremony.

Stating that influx is a major threat to the indigenous identity, Kharjarin said, “We are committed and vow before the people of the state that we will remove this threat (influx) from our state,” adding “There will be no compromise on this issue.”

Kharjarin said the HYC will also demand the implementation of the residential permit for the non-indigenous people/non indigenous people tenants regulation besides work permit and labour permit. He said,“Implementation of these regulations will to a great extent help curb the problem of illegal influx into the state.”

Kharjarin also said the HYC will also demand the introduction of ‘detection, prosecution and expulsion of illegal immigrant and the illegal immigrant determination tribunal. He said, “The council would also demand that the KHADC that there should be a fixed number of trading license to be issued to non-indigenous community.”

Kharjahrin also said that the council also feels that it is  time that giving subsidy to industries and corporation own and manage by the non-indigenous people should be stopped.

Highlighting on the other issues of the council, Kharjahrin said, “We are also committed to take up the issue pertaining to the long pending international and inter-state boundaries disputes for early resolved, to ensure peace, security and development to the people residing in the border areas.”

Stating that there is need for strong and effective land transferred regulation in the state, Kharjahrin said, “We want a strong regulation to prevent land alienation to outsiders in term of office, educational institutions, setting up of corporation,and we also want introduction of an effective land ceiling Act in place.”

Further, Kharjahrin said, the council also seeks amendment to the KHADC Khasi Custom and Lineage Act, 2006. “He said, With such an act in place, the non tribal father sibling could no longer considered as tribal or Khasi no matter in what circumstances.”

Prof SS Majaw, who is a noted Khasi author, rued the fact that the state leadership whether politically or socially speaking are suffering from the disease of ‘short-sightedness’ and ‘lack of vision’.

“Our leaders whether in politics or ngos are suffering from this common disease of lack of vision because of one reason that is they are too self-centered,” Prof Majaw said adding “A true leader is the one who has vision and mission.”

To take the state forward, Prof Majaw was of  the opinion that the state is in desperate need of leaders who are the ‘think-tanks’ to lead and solve the many challenges that are plaguing the society and state.

Urging the HYC not to betray the society, Majaw said, “Many times when an organization is becoming successful, the influence of money power dilutes the whole objective of that organization.” According to him, the temptation by the money power most of the time has a great influence on the leaders of such organizations.

Majaw urged the HYC to stay strong and committed till they achieved their goals.- By Our Reporter
