SHILLONG, DEC 1: Lack of fund is not the reason that denied the 2-Jowai constituency of the yearly Rs 1 crore Special Rural Works Programme (SRWP) scheme that has not been implemented for the last three years but its representative Meghalaya deputy chief minister RC Laloo’s failed to submit a report to the deputy commissioner including issuing of the release order.

An RTI findings filed by the Meghalaya People United Front (MPUF) revealed that  Laloo allegedly delayed releasing the SRWP scheme for three years amounting to over Rs 3 crore in his own constituency.

Every year the state government sanctions Rs 1 crore for implementation of the Special Rural Works Programme (SRWP), which is one of five programmes under the popularly known – MLA scheme.

The MPUF had sought information on the implementation of the scheme for the year 2012-2013, 2013-2014, and 2014-2015 by Laloo, an elected representative from 2-Jowai Constituency.

“The minister concerned failed to release this particular scheme, which will benefit the people of the constituency for the past three years,” MPUF president Dapoi Wanmi Laloo told reporters. He informed that the reply from the Thadlaskein Block “BDO that they got in the RTI to a query on description of work and sanction amount for implementation of the SRWP in the Jowai constituency during 2013-14 and 2014-2015 was ‘Nil.’

Dapoi informed that they have learnt that there was no work and sanction of fund because the minister is yet to issue any release order for the implementation as he has failed to submit a report to the Deputy Commissioner of the district concerned.

Dapoi, however, added that interestingly, Rs 32.30 lakh out of Rs 1 crore sanctioned for 2012-13 was pending for implementation till today as the clarification provided to RTI query was because people did not come forward.

Quoting the minister who had in one of the public meetings appealed to the people to highlight the good works he had done for the constituency, Dapoi reacted by saying, “What good works is he (Laloo) is talking about when the rights of the people is being deprived as the scheme is pending for implementation for three years.- By Our Reporter
